Oscar Pearce, JD
Oscar Pearce serves as the Chief Information Officer (CIO) of Access Health Services, LLC. He is responsible for the information technology support for Access Health. He has over twenty-five years of experience developing and architecting software systems in many different industries, using many different technology platforms. His experience includes performance tuning of large systems and data warehouses, low-level systems programming, web application development, desktop application development, network security design, and UNIX and Windows system administration.
Before starting his own consulting firm, he worked as a software developer for a cotton trading company, a plastics manufacturing company, a hazardous waste disposal company, and a provider of software for community mental health care center. He operated a consulting firm doing custom software development on various platforms for over 11 years, with clients in Tennessee, Florida, and Arkansas, including a large data broker, a central Arkansas city, and the State of Arkansas. Afterwards, Mr. Pearce joined a larger IT consulting and staffing firm as Chief Technologist, where he focused on performance tuning large IT systems and implementing specialized AI-based optimization packages. While there, he also led teams that developed software products for online budgeting for large financial institutions, profitability analysis, and test data management.
Mr. Pearce has a Bachelor of Science degree in Computer Science from the University of Central Arkansas, where he led the UCA programming team to the international level of the ACM Collegiate Programming two consecutive years, placing 7th and 11th in the world. Mr. Pearce has a J.D. from the University of Arkansas at Little Rock, where he was selected for Law Review, the Moot Court travel team, and where he graduated with high honors. He is currently licensed to practice law in the state of Arkansas.
