David Turbyfill is the Chief Operating Officer for Access Health Services, LLC. Mr. Turbyfill oversees the daily operations of AHS’ management services organization that spans 5 states and several Medicare Advantage plans. He is responsible for all front line operations of the company including enrollment/eligibility, network operations, provider relations, member services, claims, fulfillment, data information and other services provided to state and federally contracted clients.  Mr. Turbyfill also leads an executive team supporting Empower, one of three Provider-led Arkansas Shared Savings Entities (PASSE) programs to serve Arkansas Medicaid recipients that began in 2019. Most recently, Mr. Turbyfill served as the Senior Operations Director for AHS and Senior Network Manager for Arkansas Superior Select’s MA plans. He has spent the last 9 years in healthcare operations and management, and also has extensive experience revenue cycle management, internal control/audit, decision support, reimbursement risk management, insurance activities, and personnel management. Mr. Turbyfill served in the US Army as Korean linguist, and is a 1998 graduate of the University of Arkansas, Little Rock. David enjoys the outdoors of Arkansas with his family, and wife Shawn.
